We tested the best enterprise proxy service providers with 30 million requests, across 100,000 parallel requests, to identify the most reliable options for large-scale operations.

See the top performance leaders based on our benchmark. Detailed reviews for all providers are included below.

Enterprise proxy benchmark results

All benchmarked providers delivered a high success rate (at least ~80%) and fast response times (1–2 seconds) at 5,000 parallel requests.

As the number of parallel requests increased, response times rose, and success rates fell, but the degree of degradation varied significantly by provider.

Enterprise proxy cost at volume

Pricing reflects the entry-level enterprise proxy solutions for residential networks.

Top enterprise proxies reviewed

Bright Data provides one of the largest proxy pools and supports all proxy types: residential (shared and dedicated), datacenter (shared, rotating, dedicated), ISP (shared, rotating, dedicated), and mobile (shared and dedicated). Residential and mobile proxies target country, city, ASN, and ZIP code levels; datacenter and ISP proxies support country-level targeting.

For enterprises, it is the compliance leader in this comparison, and it offers the most reliable web unblocker in our anti-bot testing for cases where proxies are blocked. In the benchmark, it was the strongest performer under load, holding a 93.4% success rate at 100,000 parallel connections.

Oxylabs offers residential, ISP (rotating and static), datacenter (shared, dedicated, rotating), and mobile proxies. Residential and mobile proxies rotate by default with global coverage and advanced targeting by country, city, state, and GPS coordinates. ISP proxies are static IPs shared among up to three users, with self-service plans in the U.S. and France.

In the benchmark, it was among the scalability leaders, holding up consistently as load increased. Best suited for enterprise scraping and intelligence teams seeking a large platform with robust support and integrated scraping products.

Decodo’s residential and mobile proxies offer global coverage with granular targeting; ZIP code-level targeting is available for U.S. locations. Residential proxies rotate by default and support sticky sessions of up to 60 minutes.

Datacenter proxies come in shared and dedicated formats, dedicated in the U.S., shared in the U.S., Australia, Israel, and various EU locations.

It recorded the fastest response time in the benchmark, at roughly 2 seconds, and was among the leaders in scalability. Best suited for mid-market and enterprise teams that want fast onboarding and high-speed collection; regulated buyers should confirm its current certification status.

DataImpulse’s premium residential proxy network is ideal for enterprise scraping or automation, providing faster speeds. All traffic is non-expiring, and a 7‑day refund policy applies regardless of usage. They offer flexible geo-targeting down to the city or ASN level, as well as sticky sessions of up to 30 minutes.

Apify is a web scraping and automation platform, not a dedicated proxy network; its proxy service is one component of that platform.

In the benchmark, Apify performed well at low volume, with a 96.7% success rate at 5,000 requests and a 2.17-second median response time, but it degraded the most of any tested provider under load, falling below 80% at 100,000 parallel requests as its median response time rose to 12.7 seconds, the lowest-performing result in the test.

How to choose an enterprise proxy provider

Scalability and concurrency

A business may need near-real-time data from hundreds of thousands of pages. A smaller provider might serve that data, but doing so at high concurrency and near real time raises complexity beyond what smaller networks handle reliably. Weight the high-load benchmark results accordingly.

Success rate under load

The reliable figure is the success rate at your actual concurrency, not the headline number at low volume. Failed requests also raise the real cost per usable result.

Authentication:

Enterprise providers should support both IP whitelisting, suited to fixed corporate infrastructure managed through static IP ranges, and user/password authentication, suited to distributed teams and dynamic environments. Authentication should not add latency during high-volume collection.

SOC 2 Type II, ISO 27001, GDPR, and CCPA are the common requirements in vendor security reviews. In regulated industries, these are not optional, and they should be verified directly rather than assumed.

Support and account management:

Enterprise accounts generally expect a dedicated account manager and priority support rather than a shared ticket queue. Confirm whether this is included or gated to a higher tier.

Real-life enterprise proxy uses

Enterprises typically scrape various domains, including e-commerce platforms such as Amazon, Target, and Walmart, as well as social media platforms such as X.com and LinkedIn. For more specific use cases, see:

Omnichannel for brands and retailers

Advantage Solutions provides sales, marketing, and retail services to help brands and retailers boost both online and in-store sales. Canopy, a brand of Advantage Solutions, tried to extract publicly available data from multiple web sources for its customers.

However, gathering data using the same IP address blocked Canopy from web sources. Canopy used Bright Data’s residential and data center proxies to access and extract public data without being banned by the target website. 1

Web data scraping in bulk

Qubit3 Technologies, a new-age tech company that offers software development services, needed to access and collect large amounts of data to deliver high-quality software. Collecting large amounts of data from multiple targets and geolocations without changing IP addresses results in IP blocks.

The company integrated Decodo’s residential IPs into its in-house web scraping tools to bypass anti-scraping measures. They were able to collect the needed data without interruptions. 2

Personalization

Railofy is a travel technology company that provides a range of services to train passengers, including on-seat food delivery, ticket reservations, and waitlist travel guarantees. Railofy needed to gather public data to feed its pricing algorithm, enabling it to adjust its pricing accordingly.

However, it is challenging to gather large amounts of data to optimize pricing and offer personalized pricing. The company used Bright Data’s Datacenter IPs and Residential IPs to collect the required online travel data, such as flight dates and ticket prices. They could accelerate the data collection process and gather vast amounts of public web data. 3

Enterprise proxy benchmark methodology

We conducted a massive stress test involving 30 million requests. By scaling from 5,000 to 100,000 parallel requests, we evaluated how enterprise-grade proxy options handle extreme loads without compromising success rates or latency.

We used 3 URL groups in testing:

  • 1800 URLs in total from 10 e-commerce websites
  • 1,100 URLs in total from the 5 major social media domains.
  • 200 query result pages in total from Google.com and Bing.com

The key evaluation metrics were as follows:

  • Effectiveness: Measured by the success rate.
  • Scalability: Essential for large-scale scraping tasks, assessed using:
    • Scraping time per page.
    • Variation in scraping time per page.

However, please note that this was observed in a single test. Even though the test involved 5M requests sent to each vendor, totaling 30M requests, vendors’ performance may change.

FAQs

Based on our benchmark, Bright Data, Oxylabs, and Decodo showed the least performance degradation under load, with Bright Data holding a 93.4% success rate at 100,000 parallel connections.

On documented compliance, Bright Data has the most complete public posture (ISO 27001, SOC 2 Type II, CSA STAR Level 1, GDPR, CCPA), followed by Oxylabs (ISO 27001:2022). Certifications should be verified directly during procurement.

For high-concurrency extraction, the scalability leaders in our benchmark were Bright Data, Oxylabs, and Decodo, which held their success rates as parallel requests scaled toward 100,000.

For difficult-to-access pages, a web unblocker is more dependable than raw proxies, delivering success rates above 90% without complex configuration.

An enterprise proxy is built for high concurrency and large-scale operations, backed by high-bandwidth infrastructure, high-quality residential and ISP IPs, and enterprise features such as IP-range whitelisting, sub-user management, SLAs, and compliance certifications.

A standard proxy focuses on anonymity or individual use without these scalability and governance features.
